Brexit Update on Healthcare for UK Citizens Living in Greece

Greece State Health Care cover





Not everyone living in Greece is automatically entitled to FREE state healthcare in Greece.


There are basically two levels of state health cover in Greece, it’s now a two-tier system which provides free state cover (for most, but not all) under the following two systems:-


1) EOPYY / EFKA . cover under the contributory system for those working or self employed and paying Greek National Insurance, plus for the EU reciprocal cover for EHIC and State Pensioners.


2) AMKA - The Greek National Insurance Number which also provides basic health cover if you are not entitled to EOPYY cover.



What’s the difference?


EOPYY covers

a. workers & self employed paying Greek National Insurance contributions

b. Reciprocal EU health cover


EOPYY (EFKA/ IKA) is the Greek National Health Insurance body. Those who are covered under EOPYY can register with an EOPYY GP ( 'pathologos' in Greek) and visit, for free, specialists who work within the EOPYY system, as well as free hospital care, outpatients care and free treatment at state health centres. They also receive free or subsidised tests, scans and prescriptions in both state and private centres (co-payments) working with EOPYY.


AMKA

AMKA is a Greek National Insurance Number. In order to register with EOPYY (above) you will first need an AMKA number. If you are not entitled to EOPYY cover then your AMKA number alone will provide basic free treatment in state hospitals and health centres, including outpatient facilities. You can also obtain subsidised medicines and free scans and tests at state hospitals and state health centres only.



AMKA

ΑΡΙΘΜΟΣ ΜΗΤΡΩΟΥ ΚΟΙΝΩΝΙΚΗΣ ΑΣΦΑΛΙΣΙΣ (Social Security Number)





AMKA is the Greek unified national insurance number (similar to an NHS number in the UK) for those legally long term resident (blue permanent residence certificate) or working or self employed in Greece (beige or blue residence document), EU state pensioners (with S1 form and either beige or blue residence certificate) plus all dependant members of their families (legally registered with their own residence certificate) can obtain an AMKA number.



ARE YOU ENTITLED TO AN AMKA NUMBER FOR FREE HEALTHCARE?

In 2016 the left wing Greek government brought in a law to cover uninsured persons (after 8 years of austerity and people losing their jobs and subsequently their state health insurance) which entitled any resident in Greece (Greek, EU, non-EU or refugee) to obtain free emergency and outpatient care in Greek state hospitals and state health centres by just quoting their AMKA number. In October 2019 the newly elected right wing Greek govenment changed the law to exclude any non-Greek residents (who had not already obtained a number) from obtaining a new AMKA number if they do not hold permanent residence certificates (blue), except those with a job contract or reciprocal EU forms.


Now those who do not already have an AMKA number and live in Greece part time but are still primarily registered in their home country or those who do not legally work in Greece and who do not hold a blue permanent registration certificate are likely unable to get an AMKA number issued to them at this time.



How to get an AMKA number

Firstly..

- If you have worked and paid national insurance in Greece in the past ten years you should already have been issued with an AMKA number.

- If you are an EU state pensioner and have registered your S1 form with EFKA (IKA) you will already have an AMKA number.


If you unsure of whether you have an AMKA, or you don't know your number, you can look it up online by filling in the short form (name, d.o.b) at www.amka.gr

Don't forget that even if you have an AMKA number yourself, you will still have to apply for a separate AMKA number for any children and other dependants.


Go to your local KEP office (Citizens Advice Centre) to apply for an AMKA number with the following documents for each family member, Note S1 form holders should go direct to an EFKA/EOPYY office:

1)Passport or Greek ID card.

2) Blue permanent residence certificate, or beige residence certificate plus S1 for for pensioner or plus work contract for employees.

3) A full birth certicate (showing your mother & father's names) & officially translated in to Greek OR a civil status document - 'πιστοποιητικό οικογενειακής κατάστασης' officially translated into Greek (Note: in the UK there is no such document) .

4)For dependent children - a copy of the πιστοποιητικού οικογενειακής κατάστασης or birth certificate.





Reciprocal EOPYY / IKA Insurance for Health Care for EU Citizens





The National Organisation for Healthcare Provision (EOPYY / PEDY ) is Greece’s state-owned health insurer, providing health cover for EFKA (former IKA and OAEE).


Electronic Health Cards EHIC

The electronic European Health Insurance Card (EHIC) provides health insurance abroad for visitors and travellers within the EU. You can apply for a card online at www.ehic.org.uk or at your local post office in the UK.

When you need to see a doctor or dentist in Greece just go along to a local EFKA/EOPYY office (The Social Insurance Foundation) with your EHIC card to make an appointment. You can see an EOPYY registered GP or specialist free of charge, and subsidised prescriptions may be issued by them.

Officially the health card is only valid for short term visitors and travellers who are normally resident in another EU country.


EU Pensioners - Form S1

EU State pensioners who intend to take up residence in Greece and who are entitled to free medical treatment in the United Kingdom or other EU country, also enjoy a similar entitlement in Greece.


Register the S1 form (obtained from your home country's Department of Health) at your local EFKA office in Greece - in addition you will need to your passport and Greek tax number to register.


NOTE: Under the S1 form you will need to yearly update your registration at the EFKA offiice, it is valid for 12 months at a time, between March 1st and February 28th of the following year and should be renewed /validated yearly at the EFKA/EOPYY office or at a KEP office. This is a simple procedure requiring only tax clearance and the signing of an affidavit to say you have no other insurance in Greece.


EU Unemployed

A person coming to look for work in Greece, who was unemployed in the UK or other EU country, is entitled to free medical treatment in Greece if he/she produces to their local EFKA office form S1/S2 In the UK this is also issued by the local Department of Health Office.

OTHERS​

Those moving permanently to live or work in Crete, who do not fit into any of the above categories, will NOT be eligible for reciprocal Greek state health insurance cover.






Working and Paying National Insurance in Greece





Employees

If you are employed in Greece your employer should be making National Insurance contributions for you, called EFKA contributions (formerly IKA). Employer contributions are expensive (around 30% of your salary) and employers have historically tended to exploit workers by not paying their National Insurance. However the authorities are keen to stamp out this practice and the majority of employers nowadays go by the book as they are not prepared to risk hefty fines.


Contributions should be made monthly by an employer. If you are employed full time you will have around 25 days 'stamps' (contributions, days work) per month.

N.B. If you don't have your personal TAXISNET login details, check first that your accountant may have them, otherwise go to your local tax office and register for a keycode.



Obtaining Health Cover - EOPYY

A minimum of 50 days national insurance payments are required to cover health insurance in the Greek system health which entitles you to free medical care and reduced price prescriptions.

Once you have acquired 50 days 'stamps' you are entitled to health cover under the EOPYY system. This is renewable yearly, according to continued contributions.



Self Employed





Greek National Insurance for the self employed

Self employed professionals and businesses are require to register with EFKA (Former OAEE - Οργανισμός Ασφαλίσης Ελευθερών Επαγγελμάτων), the Insurance Organisation for Self Employed and make monthly national insurance contributions, which entitle them to free EOPYY health care after 2 to 3 months. This is renawable yearly, based on conntinued contributions.




Don't fit in any of the above categories?





If you do not fit into any of the categories above, or if you are a non EU citizen and not covered by the reciprocal agreement, you will need to pay for medical treatment in Greece. It's advisable that you take out private medical insurance for health cover in Greece.


Seasonal workers and others may wish to opt for extra cover such as medical transportation home in the event of an illness or accident, or treatment in private medical centres in Crete. There are policies available for short term medical insurance, as well as yearly policies, with various companies.
